In the 1st three years alone as a senator, he already authored 24 laws and proposed 146 bills and 49 resolutions- one of the most number of legislations among then neophyte senators. Some of the notable legislation he authored include the Anti- Agricultural Smuggling Law, the Sangguniang Kabataan Reform Law, the creation of the Department of Information and Communications Technology, Sugarcane Industry Development Law, Road Speed Limiter Act, Balanced Housing Act, Freedom of Information Act, and laws echoing his passion and advocacy to give the Filipino people a reliable and efficient mass transit system: the Train Protection Act, and the Modernization of the Philippine National Railway.

Senator JV’s chairmanship of the Senate Committee on Urban Planning, Housing and Resettlement paved way for the country’s 1st ever “National Housing and Urban Development Summit – a nine month long series of consultations among 111 national agency representatives. This pioneering project of Senator JV aimed to find pragmatic solutions to the 5.5 million housing backlog in the country. He is also determined to make in-city housing possible, just like what he started and accomplished in the City of San Juan where under his term as Mayor, increased its revenues from P200 million to an impressive P1.1 Billion.
